Introduction
The United States Department of Agriculture (USDA) Crop Fiber Research Collection was transferred from the Plant Genetics and Germplasm Institute of USDA’s Beltsville Agricultural Research Center to the National Agricultural Library (NAL) in 1984. According to the Agricultural Libraries Information Notes newsletter, “This special collection is believed to be the most complete record of information in the United States, if not the world, on fiber crops of the world. Containing 50,000 reference cards, thousands of reprints, manuscript materials, photographs, and specimens, the collection is particularly vital to research interests and projects involving the use of natural fibers.” (NAL, 1984)
The collection spans the years 1776 to 1986 with the bulk of the collection dating from 1899 to 1970. It occupies 237 boxes and 130 linear feet of shelf space. Materials are in good condition. Several folders containing classified papers were destroyed by USDA Office of Homeland Security in 2016. The collection was partially re-housed and arranged by Connie Maas and Karen Sichelman from 2010 to 2012. Arrangement and description were completed by Sara Lee, Perry Ma, Lynn Stanko, and Amy Morgan in 2016.
A Note on Searching this Finding Aid
Labels and titles on the items in this collection sometimes contain alternate spellings or typographical errors. Latin plant names were standardized in the finding aid to simplify keyword searching. We have aimed to correct all typos (please call our attention to any we missed). Some alternate English spellings of other words were kept in their original forms, especially those appearing in published titles. You may need to search more than one spelling for better results. For example:

Historical Sketch
Charles Richards Dodge (1847-1918) began the USDA’s initial fiber crop investigations at the Paris Exposition in 1889. The American Commission sent Dodge to the Exposition as a technical expert. After the Exposition ended, he remained in Europe for six months to study the flax and hemp industries of France, Belgium, and Great Britain for the USDA. He reported on his observations of European fiber plant culture, processing methods, and manufacture.
When Dodge returned to the United States in 1890, he continued to study fiber crops for USDA’s Division of Statistics. By the end of that year, USDA had created an independent Office of Fiber Investigations. Dodge served as its special agent in charge.
The Office of Fiber Investigations studied both traditional and experimental fiber industries in the United States. It promoted existing industries and looked for new ones to introduce. Domestic fiber production was expected to save millions of dollars that the U.S. spent every year on imported fiber materials. Early research focused on flax, hemp, and ramie, but the office soon responded to public interest in other fiber crops.
The USDA’s fiber specialists produced reports and technical literature for the public’s use. In 1897, the Department published Dodge’s Useful Fiber Crops of the World. The report gained international attention as an authoritative source of information on flax and hemp.
The Office of Fiber Investigations also accumulated a large collection of domestic and international raw fiber samples. The collection became a national resource for fiber study.
When the USDA started its crop research facility at Arlington Experimental Farm in Virginia, it included fiber plant programs there. Fiber research gradually became a prominent part of the farm’s activity. Later, cooperative research was expanded to other parts of the United States, especially Michigan, Wisconsin, Oregon, California, Florida, and Maryland.
In the early 1900s, Lyster Hoxie Dewey (1865-1944), a USDA botanist in charge of fiber plant investigations, created an index file of the world’s literature on fiber-producing plants. The resource became known as the “Dewey Index.” When Harry Taylor Edwards (1877-1949) took charge of hard fiber investigations in 1915, he created a separate set of reference materials, mainly on hard (cordage) fibers. The Dewey Index grew to over 1,000 index cards containing references to thousands of indexed publications, reprints, and reports.
USDA ended its research on plant fibers other than cotton in 1965. Staff was reassigned, but a few interested scientists continued updating the fiber reference collections. Elton Glen Nelson, a botanist, was a long-time curator. He maintained the fiber index from his retirement in 1970 until the late 1980s.
Scope and Content Note
The USDA Crop Fiber Research Collection includes research and published materials on more than 300 genera of fiber-producing plants. Many of the materials are rare or unique. The collection occupies 130 linear feet of shelf space, and fills 237 boxes.
The materials were organized by early USDA fiber specialists. They served as reference tools used by staff in the Office of Fiber Plant Investigations. These resources supplied information that could be distributed to growers or used to answer public inquiries about fiber plants around the world. References date from the turn of the 20th century until the 1960s.
The collection is divided into two main groupings: materials produced by internal agencies of USDA, and those that came from outside publishers and other agencies.
Materials that originated from USDA and Agricultural Research Service (ARS) research projects are arranged according to the following formats:
• Index cards
• Photographs, negatives, and slides
• Reports of research results
• Fiber samples in glass bottles
Externally published materials and reports from other agencies were collected primarily for reference and distribution purposes. These include:
• Bulletins and reprints
• Books on fibers and textiles
• News clippings
• Reports from other agencies, including Food and Agriculture Organization of the United Nations (FAO) and the U.S. Foreign Service
The collection was developed and curated by fiber scientists Charles Richards Dodge, Lyster Hoxie Dewey, Brittain Bragunier Robinson, and Elton Glen Nelson. Collection materials originally occupied filing cabinets and book cases in the fiber investigations office. Complex instructions for using the index and accompanying materials were prepared by more recent fiber experts. These instructions are preserved with the collection to illustrate how it was arranged and used by the fiber office staff.
Series Description
Series I. Index Cards. 1890s-1970s. 48 boxes.
Subseries I.A. Dewey Index. 1898-1960.
The Dewey Index was originally created by Lyster H. Dewey and consists of a card index containing references to literature on fiber plants. The cards are arranged alphabetically by genus and species. Major species sections are further subdivided into topical areas, such as cultural aspects, fertilizer usage, crop yields, diseases, pests, fiber quality, processing methods, and geographical locations of the plant subject. An additional section of the index simply titled “Fiber Crops” covers literature about several genera. Information indexed here includes literature on fiber history, planting information from Arlington Experimental Farm, transcribed letters, notes, documented conversations with visitors to the Fiber Office, consular reports, bibliographic records, and abstracts. Some index cards contain “book numbers,” which refer to an assortment of materials originally organized in post-binders (these materials are located in Subseries II.C.). In some cases, the document described on a card is contained in a small envelope attached to the back of the card.
Subseries I.B. Reference Index. 1890s-1945.
These cards consist of brief, type-written statements or references to materials filed in the Office of Fiber Investigations. The materials were filed as manuscripts (MSS); correspondence (COR); books (BOOKS); reprints, articles, and pamphlets (PAMP); and items in the Dewey Index (Dewey Index). Please note that the correspondence files were discarded by the Office of Fiber Investigations in the late 1960s and are thus not available for research. Cards are filed alphabetically by genus and species. Work was discontinued on this index in 1945.
Subseries I.C. Fiber Common Name Index. 1960s, undated.
This subseries contains an alphabetical cross-reference index of common and scientific fiber plant names. It includes common names in English and other languages, usually those native to the regions in which plants are grown. Scientific names are identified by genus and species. This index was updated until the early 1960s.
Subseries I.D. Card Index: Fiber Samples. 1938, undated.
The index includes a list of specimens contained in “small bottles,” a list of specimens in “large bottles,” and an “index of fiber samples stored in boxes and the basement” in alphabetical order by genus and species and geographic location. The “small bottles” cards may relate to the specimens included in this collection and labeled as Subseries II.D. Fiber Specimen Samples.
Subseries I.E. Card Index: Plant Introduction Numbers for Fiber Plants. 1918-1960.
This set of cards documents fiber plant introduction (PI) numbers. The cards are arranged in alphabetical order by scientific name of plant. A majority of the cards are Division of Plant Exploration and Introduction request forms for seed and plant samples. These forms were used by Office of Fiber Investigations employees to request seed and plant samples for experiment stations or other persons conducting fiber research. Some forms contain permits with plant introduction numbers and inspection stamps.
Subseries I.F. Card Index: Disease References. 1940s-1950s.
This card index consists of handwritten and typed abstracted notes and references to literature on fiber diseases.
Subseries I.G. Card Index: Falba Love Johnson Files. 1901-1950.
This card index contains references to literature on principal fiber plants. Topics covered include any of the following: botany, breeding, costs, cultural operations, diseases, distribution, exports, fertilizers, grading, harvesting, imports, labor, prices, production, propagation, rehabilitation, research, soil and climate, users, varieties, waste, and yield. The index may have belonged to Falba Love Johnson, who co-authored “Fiber Cordage Reports 1 and 2.”
Series II. Reference Materials Associated with Index Cards. Pre-1900s-1986. 88 boxes.
The following subseries were organized as distinct collections by the employees of the Office of Fiber Investigations. Each collection has an abbreviated code which appeared on index cards in the Dewey Index (Subseries I.A.) and Reference Cards (Subseries I.B.).
Subseries II.A. Manuscript Files (MSS). 1890s-1960s.
Materials relate to fiber production and usage proposals as well as unpublished reports on the following:
• Condition of industries
• Condition of production in United States and other countries
• Fiber uses
• Fiber quality and standards
• Production, manufacturing, and trade
• Historical
Accompanying the manuscripts is a set of index cards in alphabetical order by genus and species name. The cards have a number which correlates to a manuscript.
Subseries II.B. Pamphlets (PAMP). Pre-1900s-1960s.
This subseries consists of foreign and domestic publications, promotional brochures, reprints and reports, and materials similar to those in Subseries II.A. Manuscript File, except that these are predominantly published materials. Materials in this subseries are arranged according to a numerical system assigned by the collection’s creators.
Subseries II.C. Bound Materials Pre-1900 to 1960.
Materials consist of 170 volumes, which are arranged and bound mostly by subject and year. This group contains a variety of materials, both published and unpublished. Items include letters, press releases, memoranda, circulars, reprints, and trip reports.
Subseries II.D. Fiber Specimen Samples. Undated.
Fiber samples are stored in glass specimen bottles identified as “small bottles.” The index cards indicate the presence of “large bottles” at one time, but they are not included in this collection.
Subseries II.E. Fiber Seed Samples. 1952-1953.
The fiber seeds are packaged in plastic bags and labeled with fiber plant name. Most samples are of Kenaf.
Subseries II.F. Textile Samples. 1986.
The textile samples that comprise this subseries were sent by Testfabrics, Inc. to librarian Kate Hayes, Fiber and Textile Information Center at the National Agricultural Library (1986-1990) for a textile testing project. Hayes used the USDA Crop Fiber Research Collection as a resource for her work.
Series III. Photographic Materials. 1895-1972. 68 boxes.
Series includes black and white negatives (glass and film), black and white prints mounted on paste-board held in binders, loose black and white prints, and color transparencies of fiber crops and research activities.
Subseries III.A. Mounted prints. 1895-1958.
The photographs in this set, mounted on card stock with typewritten descriptions, were considered by USDA fiber scientists to be the best representations of each fiber. The prints were originally housed in post binders arranged by genus, species, and subject. Most photographs have a number that corresponds to a negative. Note that additional photographs are housed with the negatives; some are duplicates of mounted prints and others are unique.
Subseries III.B. Negatives. 1899-1952.
Negatives are housed in numbered and labeled envelopes. Occasionally, a print is enclosed with its negative in an envelope. Some of the negatives are filed out of sequence and follow the main set of negatives. Other negatives are labeled with a scientist’s name. The majority of negatives are 5” x 7”.
Subseries III.C. Color slides. 1940-1957.
Slides are organized by the following subjects:

Subseries III.D. Albums. 1930 and 1955.
Albums in this subseries portray fiber plant production and processing both in Europe and the United States.
Subseries III.E. Other Materials Containing Photographs. 1902-1972.
Original photographs used in USDA Miscellaneous Publication No. 518 “Fiber Production in the Western Hemisphere” by Lyster Dewey, 1943. This subseries includes two copies of the publication, one of which belonged to Elton G. Nelson.
Series IV. Research and Reports. 1776, 1848-1987. 24 boxes.
Subseries IV.A. Research Reports. 1900-1987.
This subseries consists of field station research reports. Many, but not all, are annual reports. There are also research reports from cooperating agencies, such as the Office of Cereal Investigations, and private companies.
Subseries IV.B. Abaca Central American Project Files. 1950-1959.
The project files include surveys of potential cultivation areas, research reports, soil surveys, use surveys, and trip reports. The files also contain Brittain B. [Bragunier] Robinson’s personal copies of Abaca project reports by Otto August Reinking written during the 1950s. Several of these reports include photographs, clippings, copies of letters, maps, and other literature bound with the reports. These are shelved with the collection’s publications.
Subseries IV.C. John Milton Webber’s Yucca and Phormium File. 1776, 1848-1969.
John Milton Webber was an associate cytologist and research agronomist. His yucca reports documented field trips; species, variations and distribution; estimated yields; propagation and growth; harvesting; fibers; and botanical problems. These reports include photographs.
The phormium reports were written by Donald William Fisher and Cecil Richard Stanton at the Oregon Agricultural Experiment Station during the 1950s.
Subseries IV.D. Elton Glen Nelson Materials. 1945-1985.
Materials include correspondence, telephone list, reference requests, fiber crops class syllabus, list of publications, personal belongings, and miscellaneous materials. Bound copies of Nelson’s theses and dissertation are shelved with the collection’s publications.
Subseries IV.E. Form Letter Book. 1943-1960.
Contents originally bound and labeled as “Form Letter Book.” Materials include form letters and copies of letters sent to individuals requesting information on various fibers. Most of the letters are signed Elton G. Nelson and a few are signed by B. [Brittain] Robinson.
Subseries IV.F. Fiber Laboratory Data. 1946-1956.
Includes handwritten research data on multiple types of fiber. The materials are organized according to a table of contents. At least half of the pages are numbered.
Series V. Published Materials. 1870-1983. 9 boxes and 2 shelves.
Subseries V.A. Record Copies of USDA Mimeographed Materials. 1915-1960.
Includes copies of USDA fiber reports and fact sheets issued in mimeographed format.
Subseries V.B. News Clippings. 1870-1959.
News clippings grouped by subject include flax (1891-1942), sisal hemp (1891-1897), hemp, fibers (1870-1959), and miscellaneous fibers. Many of the earliest clippings related to Charles R. Dodge’s fiber investigations in Florida.
Subseries V.C. Fiber Plant Investigations Publications. 1897-1958.
These consist of two sets of six bound volumes of fiber plant research papers or articles authored by employees of two divisions within the U.S. Bureau of Plant Industry: the Division of Cotton and Other Fiber Crops and Diseases (volumes I through IV); and the Plant Science Research Division (volumes V and VI). Articles in the first four volumes are arranged by author, then chronologically by date. Each article has a corresponding item number. A subject and author index is included. Articles in volumes V and VI are organized in chronological order by publishing date. These two volumes are indexed by author. All volumes in this subseries are shelved with the collection’s publications.
Subseries V.D. Publications for Distribution. 1895-1983.
Materials include publications authored by USDA employees and others. Duplicate materials are found elsewhere in the collection. USDA Office of Fiber Plant Investigations staff kept these publications on hand to use as references for inquiries and for lending and distribution.
Subseries V.E. Books and Theses.
These books served as reference materials for the USDA Office of Fiber Plant Investigations. Types of publications include informational books on specific fiber plants, machinery catalogs of Leeds and Belfast (flax, jute, hemp, and hard fiber), and cordage catalogs. These materials are shelved with the collection’s publications. Catalog records are available in the library’s online catalog.
