Objective

The proposed project will further enhance the Florida Department of Agriculture and Consumer Services, Division of Animal Industry, Bureau of Diagnostic Laboratories (BDL) ability to diagnose foreign animal diseases and zoonotic diseases should they be introduced intentionally or accidentally. The Bureau of Diagnostic Laboratories (BDL) is composed of two Laboratories: the Kissimmee Animal Disease Diagnostic Laboratory (KADDL) and the Live Oak Animal Disease Diagnostic Laboratory. Within our current Biosafety Level III (BSL3) bio-containment facility, the BDL will continue to expand testing capabilities and continue to broaden the training efforts for the BDL staff. Our participation in the CSREES Cooperative Agreement initiative has assisted the BDL in the introductory phase of the pilot nationwide network of animal diagnostic laboratories (National Animal Health Laboratory Network, NAHLN).

NON-TECHNICAL SUMMARY: The proposed project will further enhance the Florida Department of Agriculture and Consumer Services, Division of Animal Industry, Bureau of Diagnostic Laboratories (BDL) ability to diagnose foreign animal diseases and zoonotic diseases should they be introduced intentionally or accidentally. The Bureau of Diagnostic Laboratories (BDL) is composed of two Laboratories: the Kissimmee Animal Disease Diagnostic Laboratory (KADDL) and the Live Oak Animal Disease Diagnostic Laboratory. Within our current BSL-3 bio-containment structure, the BDL will continue to expand testing capabilities and continue to broaden the training efforts for the BDL staff. Our participation in the CSREES Cooperative Agreement initiative has assisted the BDL in the introductory phase of the pilot nationwide network of animal diagnostic laboratories (National Animal Health Laboratory Network, NAHLN).
APPROACH: We plan to continue our efforts to:
1. Provide rapid diagnosis of high-risk biological pathogens through use of the disease detection systems in our BSL3 facility.

2. Retain trained personnel: Four Senior Key professional: Laboratory Director (DVM), and BSL3 Director (MS in Veterinary Medical Sciences, Immunology emphasis), Biological Scientist (BS, Animal Science) and BSL3 Technician to perform diagnostic services at the advanced level required in a BSL3 facility.

3. Enhance computer network capabilities and ensure connectivity to the NAHLN repository.

4. Complete and maintain an internal mapping from laboratory results to Logical Observation Identifiers Names and Codes (LOINC) and Systematized Nomenclature of Medicine (SNOMED), codes to be utilized by the BDL LIMS to ensure appropriate messaging and test result protocols.

5. Participate in the evaluation of diagnostic assays developed by the USDA, Agricultural Research Service (ARS) or others by testing statistically significant samples obtained from target animal populations

6. Continue to develop and enhance our disease detection system for the following diseases: Foot and Mouth Disease (FMD), Classical Swine Fever (CSF), Highly Pathogenic Avian Influenza (HPAI), Exotic Newcastle Disease (END), Rinderpest, African Swine Fever (ASF), Contagious Bovine Pleuropneumonia (CBPP), Lumpy Skin Disease (LSD), Chronic Wasting Disease (CWD), Bovine Spongiform Encephalopathy (BSE) and Versicular Stomatitis Virus (VSV).
